Charge Bug - Fix Me

Snare immunity and crippling posion/immunity affect charge, you can't charge when you have either.
Minstrel single target mezz is a pulse atm, when it goes away and immunity does to the target is remezzed.
Savage quad hit value is set too high
Also another concern is that there is no GM on at late night and early morning for US players. Hacker are out at this time.

I believe its a pulse on live now also.
